Klāvs Zutis obtained a Master's Degree in Economics (Mathematical Economics) from the University of Latvia in 2017, but before that he acquired a Bachelor's Degree in Social Sciences (Analytical Economics) from the University of Latvia. Prior to his employment with Latvijas Banka, he worked in banking supervision both in Latvia and the European Central Bank.

Klāvs Zutis started his career at the Macroeconomic Analysis Division of the Monetary Policy Department of Latvijas Banka in 2018, and he later continued his work at the Monetary Policy Analysis Division. His professional duties comprise the analysis of the issues related to both monetary and fiscal policies and their trends.

As of April 2024, Klāvs is advisor to the Monetary Policy Department.
